2011 elections

In April 2011, many Illinois towns will have close elections for mayor, city council, school board, library board, and/or park district board. Sept. 21 was the first day that the candidates could circulate their petitions. I hope that conservatives and Republicans will run, in every race.

A suggestion for a Cook Co. election reform

In 101 Illinois counties, republican and democrat primary voters vote for precinct committeemen, during each primary that is held during even-numbered years. Cook Co. voters aren't able to do that. In that county, the voters vote for ward and township committeemen, and those committeemen are able to appoint and fire precinct captains.

I think that Cook Co. voters should be able to elect precinct committeemen, similarly to Illinois' other 101 counties. If you agree, please contact your state senator and state rep. and ask them to propose a bill, to implement this change. State Rep. Ed Sullivan told me that he would vote for this bill.

A suggestion, to help IL Republicans campaign

I think that, in 2010, Illinois republican candidates should run together, similarly to the Contract with America. They should promise that, if our state elects Senator Bill Brady, for governor, and republican majorities, in both houses of the legislature, they'll pass these bills:

1. Cut all state tax rates and fees to their 2002 levels. Blagojevich-proposed tax & fee increases caused many companies to leave Illinois, harming the state's economy.

2. Consolidate public school districts, ensuring that each district includes at least one high school, at least one junior high, and at least one elementary school. Illinois includes many districts that include one school each. Each district collects property taxes from the homeowners, of the district, and each district has employees, with an average superintendent salary of $120,000, per year. The taxpayers could save money , if some districts are consolidated.

3. Repeal the 2003 law which states that illegal aliens may attend state universities and pay in-state tuition.

4. Repeal the 2007 law which states that illegal aliens may obtain drivers licenses.

5. Approve, for the Nov. 2012 ballot, an amendment, for the state constitution, which would establish term limits for all elected officials. State legislators could serve up to 10 years, in each house, and county board members could serve up to 10 years. All officials, whose offices always have four-year terms, may serve up to eight years.

6. Approve, for the Nov. 2012 ballot, an amendment, for the state constitution, to allow recall elections of all elected officials. The number of petition signatures, for a recall, would be the same as the number that is needed, for run for that office.

7. Approve, for the Nov. 2012 ballot, an amendment for the state constitution, that would state that, when a state legislator dies or resigns, with at least four months remaining in his or her term, the governor will choose dates for a special primary election and a special general election.

8. A change to election code which would state that all candidates, of all parties, who run for the same office, must submit the same number of petition signatures, 1% of the number of people who voted in the last general election, for that office.

9. Approve, for the Nov. 2012 ballot, an amendment, for the state constitution, for binding, citizen-proposed, statewide referendums. To get on the ballot, the supporters would be required to submit at least 5,000 petition signatures.

10. Approve, for the Nov. 2012 ballot, an amendment, for the state constitution, that would state that, if an Illinois U.S. senator resigns or dies with at least four months remaining, in his or her term, the governor will choose dates for a special primary election and a special general election. On the same day that the governor announces the election dates, he or she would make a temporary appointment, someone who would fill the Senate seat and may also run, in the special elections, if he or she chooses.

11. Starting in 2014, all regularly scheduled elections will be held in even-numbered years. Each township, city, school board, library board, and park district board may choose whether their elections will be held during the years of presidential elections or the years of governor elections. This would greatly decrease the amount of money that the state, county, township, and city governments pay, to administer elections.

12. Starting a year after this bill is signed, a state government employee must work for the state for at least 20 years, to receive a state pension. The pensio n will not be more than 1/2 of the highest salary that the employee received. This is used for military members, who risk their lives for our country.

13. Starting in Jan. 2012, state legislators will decrease their salary to $55,000, per legislator, per year, and they won't accept a raise while the state government has a budget deficit.

An annual convention of a conservative group

I'm the executive director of the Illinois Center Right Coalition. The ICRC is a group that was founded, in Jan. 2003, to encourage all Illinois conservatives to cooperate, to recruit conservative candidates, donate to them, and find volunteers, for them. The steering committee has included about 30 people, including John Cox, Jim Oberweis, Pat O'Malley, Norm Hill, Mike Psak, David McAloon, Carl Segvich, Joe Morris, Gary Dunlap, and Jon Zahm. The dues cost $10, per year, for a general membership, and $20, per year, for a committee membership. Our 2010 Convention will be held on July 10, at noon, at Old Country Buffet, at 551 E. Roosevelt Rd., Lombard.

A new conservative club

I founded the Republican Assembly of Northern Cook Co., and the first meeting was held last night, at the Des Plaines Public Library. 10 people attended, including Joe Walsh, Roger Keats, Dan Patlak, Jim Leahy, and Jerry McDaniel. We'll continue meeting on the fourth Monday, of each month, at 7:00, pm, at the same location. We'll write by-laws and become recognized by the Republican Assembly of Illinois.

I ran for state rep., as a write-in candidate. In the 2006 primary, I ran for Congress, as a write-in candidate, because I'm more conservative than Rep. Kirk. My 2010 percentage is about four times my 2006 percentage.

Another Conservative Rejected by Illinois Republican Party -(from America's Independent Party)

Phil Collins sought to run for Illinois state representative on the Republican ticket for his north Chicago suburban district, which includes most of Glenview, Northbrook, Wilmette, Winnetka, Evanston, Skokie, and Morton Grove. Phil’s primary opponent, Hamilton Chang, was endorsed by Illinois GOP Chairman Brady, State Rep. Cross, and State Rep. Coulson. Phil needed 500 petition signatures to be on the primary ballot; he collected 616.

But, not surprisingly, the GOP does not want to allow the people of Illinois an opportunity to choose a real conservative. Phil's petitions were objected to by the next-door neighbor of Hamilton Chang. After five hearings, only 410 of the signatures were recognized as valid and Phil’s name was removed from the ballot.

Phil Collins is now considering running as a Constitution Party or independent candidate. I have emailed Phil an invitation to participate in our AIP Summit Restore the Republic conference calls.

On Dec. 8, the Illinois Federation for Right to Life wrote a press release that states that they recommend my campaign. The release states, "We are pleased to announce our recommendation of Phil Collins as Republican Candidate for the seventeenth Illinois House District. Not only has Mr. Collins expressed a desire to protect unborn children, but he has also indicated his support for the disabled as well as those endangered at the end of life."

Phil's family & church

On Aug. 15, 2009, Phil married Nicole Macaluso, in Chicago. She's an artist and a Lutheran seminary student.

Since June 2009, Phil has been a member of the council of the Lutheran Church of St. Philip, in Glenview.

Phil's competition in the Illinois 17th District

Phil's competition for the 17th District Assembly Seat are:

Republican Hamilton Chang of Wilmette who is endorsed by Elizabeth Coulson; Skokie resident Leobon Gameng- another republican; and Dan Biss of Evanston, a democrat.

Daniel Biss of Evanston is the only announced Democrat so far. He lost to Coulson in 2008 by a 52-48 margin.

Coulson will not seek an eighth two-year term in the General Assembly. She announced in August she would instead run for the 10th Congressional District seat that Republican Mark Kirk is leaving in 2010 to run for U.S. Senate.

The 17th District includes most of Glenview and Northfield, south Northbrook east of Pfingsten Road, the village of Golf, west Wilmette, west Evanston, northeast Morton Grove and the north half of Skokie.

Candidates must submit nominating petitions between Oct. 26 and Nov. 2 to get on the Feb. 2 primary ballot. The general election is Nov. 2, 2010.

Who is Phil Collins?

Phil Collins is a conservative republican candidate for state representative for the Illinois 17th District. He lives in Northfield.

When asked why is he running, he answers..."Since my state rep., Elizabeth Coulson, isn't running for re-election, I'm running for her seat."

Phil has a B.A. in political science from the University of Arkansas.

Phil in Politics

He volunteered at the 1988, 1996, 2000 and 2008 Republican National Convention.
When he lived in California, 1996-2001, he volunteered for five congressional candidates, including Bob Dorman.
He worked as a paid compaign employee for John Cox's U.S. Senate campaigns, 2001-2002 and 2003 and for Major General John Borling's (USAF Ret.) U.S. Senate Campaign 2003-2004.
For John Cox, Phil recruited 53 volunteers, from 40 counties, and arranged 105 interviews.
Phil has been a member of the Illinois Center Right coalition since 2006-July 09, and he's been the ICRC Executive Director since July 25, 2009.
He's been the ICRC webmaster since August 2006.
In Jan-Mar. 2006, he walked seven precincts for Warren Township (Lake Co.) Supervisor Sue Simpson, for her state senate campaign, and she won her primary.
In the 2006 primary, he was a write-in candidate, for Congress against Rep. Mark Kirk. According to the Daily Herald, he did well, considering little money he spent on the campaign.
September 2007-February 2008, he was the volunteer coordinator of Mike Psak's U.S. Senate campaign.
Phil ran for delegate to the Republican National Convention, for ex-Gov. Mike Huckabee, and he received about 3,600 votes, which is more votes than a state rep and a county clerk combined.

Phil's military career

In April 2006, he retired from the navy, with 21 years of service, 11 of which were active duty and 10 years in the reserves. He was stationed near Baghdad in the Triangle of Death, in a marine infantry battalion, September 2004-March, 2005.
